However, college was a long time ago. We don't have much oil shale
actually, we have oil sands. It is not "untapped" and is currently
being exploited having spent, or are planning to spend, a tidy 100
billion dollars in research,extraction/production over the past 30+
years. We are now producing more synthetic crude in Alberta than
conventional crude and will shortly be producing more crude than most
places in NA. This oil is being sold on the open market.
Note that the price of crude oil is set by trading on the New York
stock exchange. Pricing in North America is governed by the North
American Free Trade Agreement not Canadian whim.
Yes Canada is a liberal country with a Liberal government. In
Canada, liberal is an honorable term for a philosophy of life and
politics as was partially conceived and promoted by a number of the
signers of your Declaration of Independence - not the least of whom
was Thomas Jefferson.

You may find it comforting that people like myself
have learned about the untapped canadian shale oil
from college. However, in the US, Canada seems to us
very liberal, and not willing to exploit the potential
of shale for environmental concerns.
