Most common locations: 1) under back seat cushion 2) taped to back of a door panel (I've heard of more on the passenger side than drivers) 3) tucked under the carpet 4) behind the back of the back seat (but this is a wagon, and can't be there!) 5) under one of the front seats Under the seat locations have it tucked between springs and cushions. A build sheet may not be in it though. I don't think it was in every car -- inspectors may have removed it either at the factory or during dealer prep.
