  Maybe the PO had long legs, and scraped them on the
bottom edge? Lady got runs in her hose from the sharp
unpadded edge? Had to replace the fuses so often the
PO banged his head or cut his/her arm up on the shelf?
Excessive shelf vibration/noise was kept down by
adding weight/insulation? maybe excessive condensation
from an over-efficient AMC AC system needed the
padding to keep down moisture. Not sure. But it all
sounds like fun speckleulation...
