ADMIN: Clarifications

I would like to add a couple comments to followup -

I am trusting Frank to organize a responsible group of listers to help
manage the list - this should be a democracy, and I have occasionally
solicited input myself on major issues like whether we moderate or not - I
believe Frank will continue that tradition for any major changes.  This
should not be viewed as Frank taking control of the list - just working to
get more people involved to help out, which I have wanted to do for some
time and keep putting it off.

Moderation may be necessary for a period to prevent antagonistic members
from trying to bombard the list.  Eventually, we shouldn't need
post-by-post moderation, but it might do a lot to quell the noise level for
a while.  I suggested doing this as a method to keep things civil, but I
know that in prior surveys, the opinion was against doing this.  I agree
with most that it should only be a temporary last resort to control certain
individuals who have nothing more productive to do with their time than
bombard the list with rants.
