I agree with you for the most part Ralph. I don't think there needs to be any heavy handed moderation or long list of rules. But with no consequences (other than reducing list member and post numbers) some will take advantage of the situation. That's what has happened here. I think we need a basic set of rules and a few level headed people who can impose temporary bans. Warn, either on the list or in private as the situation demands, then ban if necessary. I don't think that will slow response. It will likely increase traffic since there are those who only lurk simply because they don't want to deal with a public thrashing for a little mistake, and quickly realize there's no one tending the animals.
