Mine was missing, and the bottom was not extremely tight. Once I got it off,
I could see that some (not all) of the teeth on the flywheel were worn, as

I was slightly wrong about this dang memory!). Both bolts are special. What
makes them special is that the bolt has a 3/8 thread diameter and a 7/16
inch shoulder. The difference between the top and bottom is that the top
threads into the bellhousing and the bottom is held in place with a nut and
a washer. I guess this means my suggestion to use a stud in the bottom hole
wouldn't work to well.
