I've used a product called Plast-aid to fix my seat backs which I am guessing are a similar material to that piece. However, Plast-aid is really PVC compatible. It is very cool stuff. I formed a new pocket that the seatback hangs on the seat frame with the Plast-aid. However it popped off the nylon'ish seat back. But, I figured I now have this piece just right, so I superglued it back on. It has held up for like 10 years now.
