My 74 Javelin/AMX was originally equipped with the 304 and it still has the 'non-catalyst' sticker on the drivers door and did not have an air pump. I believe the 360 and 401 did have the air pump and converters. Jeff, maybe you are thinking 1974? According to the 75 TSM: "Catalytic converters are used on all California cars, Nationwide cars equipped with V-8 engines, and Nationwide 10-80 Series [Matador/Ambassador] cars equipped with six-cylinder engines and manual transmissions.
