I agree. It sounds like the brake booster has an internal problem which is causing excessive brake wear and dragging brakes. The pressure valve in the middle of the line may be bad too, but I have taken them apart and removed the O-rings, then re-installed but it doesn't work quite as it's supposed to then. It sounds like at some point contaminated fluid got into the system which caused all the rubber seals and hoses to over expand and cause the problems.

Sounds to me like someone needs someone to work on the brakes that knows what
the heck is going on. Looks like a lot of unnecessary work being done that
doesn't fix the problem.
