Have you the dual pump in place and taken the motor apart and cleaned it all up?
mattsoldcars has a write up IIRC.
In fresh condition there is nothing wrong with vacuum wipers.

Someone once told me they just cut a new swiper seal in the motor out of leather and it was like new.
