I know I'm jumping in late but re: new seals in the motor, you may not need them. New grease may be all it needs. The two common causes for them not to work are old, hard grease or a shrunken seal on the paddle valve. The seal is made of leather and I've heard of people bringing them back with leather conditioner (you'll need to get something potent like they use on saddles). The wiper motors are easy to work on, very low tech, and I would argue more durable than an electric motor. Just to avoid confusion, yes the wiper transmission is different between vacuum and electric.
If you have a semi functioning vacuum system it can be made to work fine and has some nice features.
   like varying wiper speeds etc, All you need is a good dual action fuel pump and new seals in the vacuum motor. This assumes that you are running a fairly stock power plant of course.

Yes the 1969 American came with electric wipers. Unfortunately because
they
also fit the SC/R prices are expensive. You'll need the motor, the
mounting
plate, switch, and harness. The switches are pricey $75 and up. It is
unique
to the American I believe and comes with the harness. I do not know if
the
wiper transmission is different electric vs vacuum. I do not believe
it is.
The hardest part to find is the mounting plate. It is unique to the
electric
wiper American.
