It's actually quite easy to tweak a bumper that is peaked in the middle.
An angular hit on one side or corner will cause it to bend dead center. 2"s of inward travel
would not generally cause even a buckle in the center :( 
They only buckle when the chrome is nice and you try and straighten them!
  I've seen it before.

I don't see how a bumper could be that far off unless it has a lot of "battle
scars" on the back side.
