A "cold galvanize zinc primer" is sold at our local farm supply stores here in Wisconsin. I haven't tried it yet as a weld-through zinc primer, but it's 95% zinc, and I believe it to be pretty much the same stuff. And as you might suspect, the price is much lower than the stuff from an auto parts store.
