That sounds like a modulator.
I don't know on the Borg tranny if there is a governor override.
I know on my Ford C4 trans when the modulator line took a crap it would stay in first until about 40mph, then upshift. I tried for third once and think I was going about 80 before it tried to shift again. Never actually got it to shift though!
Not something I recomend doing to a car and trans you like!!! I was young and it was a car and it moved! I believe I allready had a spare trans to try at the time IIRC.
