There probably is a procedure for you to get a clean title in Washington without having a previous title. In CA for instance, you can provide a statement of facts (on a form) which states how you acquired the car and from whom. Then you can have a police officer or the DMV verify the VIN number (they have to inspect the car) and they check a database to make sure it does not have a resgistered owner and is not stolen. After that, apply for a new title. I've done it several times and will do it next week again for a Donohue Javelin.
