That's an old school casting.
I'd be amazed if it won't take 30 thou shave with no problem.
The problem is knowing how many times in it's life it's been shaved???

I'd go to  a good shop and see about getting it milled flat.
Your proly not going to see a big gain from milling more than needed.
I would find someone to truly MILL it though...

The other thing in this equation is the deck.
if it's screwed, your screwed.
I don't know of any shops that mill decks in the car, but if it's not fairly true you'll never get that gasket to hold.
I'd check it out carefully, if the deck is not true and you plan on a 304 swap, then get a caouple of gaskets and carry all the tools.
  This way you can drive it till the 304 is ready, knowing you have parts.
Once the 196 is out you can deicde what to do with it.
