Eddie, that's just an idler pulley for the belt. Pull it off and you'll find a bearing inside. You can press the bearing out and replace it instead of the whole pulley. XJ Cherokees have a similar idler pulley that may interchange. It's wobbling, so thought I would ask if anyone here has a good one. They appear to be same on many six cylinders, especially later model Eagles and Spirits, possibly Concords. The belt wraps around it, the lower crank pulley, alt, and ac compressor, so large belt. But the pulley is off by itself on the upper side of engine on little brace.
