I believe it is intended for softer hard plastics, if that makes any sense! I think the steering wheel is too hard for the plastics paint to soften and bond to. I've tried some of the plastics paints on hard surfaces they usually don't adhere well and simply peel off. Using them on 70's plastic interior parts seemed to work well IIRC. Most people use an epoxy type paint on steering wheels.
