All of the adjustment screws are out (ie, not touching anything) but it won't adjust any lower. Snip Marty Possible problem area's; The idle speed control motor is misadjusted. The linkage from the choke to the fast idle cam is bent The throttle butterflies are not closed all the way due to a burr or something internal to the bore of the carburetor.
