Artie, I'll start by saying that I don't know the system on the SC/Rambler, but there are usually only 2 different ways to put on the brake lights and none of them has anything to do with the brake proportioning valve. 1. Is a contact switch on the brake pedal linkage. If you have this system, the switch is most likely adjusted too close to pedal or the brake pedal return spring is getting a little lazy and the pedal is resting on the switch contact. 2. Is a pressure switch activated by pressure in the brake line. These pressure switches are usually mounted on the brake master cylinder or somewhere on the brake line itself. These are identified by 2 electrical wires leading to them. These usually fail to turn the lights on and seldom keep them on. I suspect that you have system 1 and some electrical troubleshooting will have the lights working in no time.
