Bob; what I did on my 65, and it works like butter, is to take off the control from the engine, or firewall depending on what type you have, and soak it real good with WD-40. Work the valve back and forth to loosen everything up. Then lube it with a good Teflon lube. I bet the PO, or maybe you, lubed it with WD-40 only. WD-40 will dry it out then rust and scale will set in. While the control is off and the cable loose hook up a funnel on the open end of the cable. Pour a graphite cable lube down the cable and work the cable back and forth.
