Sounds like the electric swith down on the column has siezed. It has a plastic slider in it IIRC. It's an easy to get GM based part on the column shift cars. You just need one for a tilt or non tilt and matching year Nova or such if you have trouple finding one.
 To verify that is the problem. get under the dash and find it mounted on the right side of the column at about the 2 O'clock position. Take the two small nuts out that hold to the column and turn your key. If it goes all the way. It is the switch. Unplug the switch and lift it off the rod. Take it with you to the parts place and get a new one.You will need to adjust the new one when you install it, but it is a fairly easy process.-
