Mike,
If you really wanted those items, you should have bid more for them. You
lost by a buck both times
because that is how the bidding system on ebay works - whatever you bid,
your effective bid is only
a dollar (less for cheaper items) more than the current high bid, or any
other subsequent bid, until
someone bids more than your bid. Then their effective bid is only a
dollar more than your bid, and
any subsequent bid (by you or anyone else), until someone bids (at least
a dollar) more than their bid.
As for bidding at the last minute, you can use services like eSnipe
(http://esnipe.com/) where, for a
small fee, they will allow you to set up in advance a bid that will be
placed just before the auction ends.
To get a non-zero feedback rating, you should bid for (and follow
through with the purchase of) a few
cheap items (toothpaste, light bulbs, whatever). Pay promptly and most
sellers will quickly give you a
positive feedback.
