Don't silicone it before you install it! Sealer will not stick.
I'd clean it good with a wax and grease remover to clean off any powder or oxidation. If it has been bagged and sealed and kept out of sunlight it will likely be fine to use. Get a good Urethane sealer from an auto glass shop for use with gaskets and install it, clean up things and let it cure, then use silicone on it.

I'mPersonally I'd shy away from an NOS gasket, especially if it's at a higher than 
new price. I just don't know how well an old gasket would hold up in storage for 
so long, if you can even find one. If that's all you can get, coat it good with 
a liquid silicone before using.
