If you look carefully at this "Rambler" boat, you'll see that this thing is built on top of an early Chevy Cavalier. That is a Cavalier dashboard, those are Cavalier wheels peeking out from under the boat, and those are Cavalier taillights on the back. The seats appear to be reupholstered Cavalier units, and indeed those "Clipper" emblems are from a Packard. 
As far as the actual boat itself goes, I have no idea what brand it could be. 

This is a very interesting and amusing vehicle, though!!!
