Keith,

I can only suggest that you soak the crankshaft end with penetrant and keep 
pulling force on the balancer.  You could call a local engine machine shop 
or two and ask them for advice.  The balancer on my 62 Classic came off with 
a puller and without too much difficulty.  I don't recall the correct bolt 
size but the puller kit had the proper bolts to fit the balancer.
