[BaadAssGremlins] Voltage at coil /TFI UPGRADE

On my gremlin today ,  i did notice with the IGNITION in the on position my car has 10.63v, when its running its 13+v at the positive side of the coil.(NON TFI COIL).  Is this politically correct?  I still cant figure out why I burned out my Ignition module when i added TFI coil and harness...
