If the fender mounted relay is sticking, the cranking motor will continue to run.  If  Ford style started does have a contact internal to the drive mechanism but it's usually the drive that fails first.  I used to manufacture relays for Ford and used ot wear their starters out by the pallet.  They finally decided that the realy was quite fine refused to send us any more motors to "test"
 
I did have the drive mechanism on Chebby PU fail partially engaged years ago.  What a PITA!  I had the back end full of firewood and was way away from home.  Crappy ass re-man starter was only about 1 year old when it failed.
