under the circumstances - your first recourse is of course Pay-pal -  and 
given the way they operate, I think they will reimburse you - just advise them 
the sale was not completed and he has $200 of your money that was sent via 
pay-pal -  I would not get into the time frame involved unless they ask you 
- just advise them you sent the $200 ilmmediately as per the listing demanded, 
 and when you went to make arrangements to pick up the item, you found it 
had already been sold out from under you and now the seller refuses to return
