Soak the cyls with kerosene for a while, with a bit of "oil of wintergreen" in it - then work it back and forth. Pull the heads and see how badly rusted the cylinder walls are. Sometimes a bit of a whirl with a wire brush will clean them up enough to turn after you get the rings broken free. Be carefull using "oil of wintergreen" it is very toxic.
