[BaadAssGremlins] Factory Option? & What does this sheet mean?

Question number 1:

Did Gremlins come with a Factor or Dealer installed rocker panel 
option? The 76 has aluminum rocker panels which attach to the car with 
brackets and screws. The brackets appear to be original installs. Does 
anyone know if this was an original option? Eddie? John R?

Question number 2:

I made a folder (lumina333) and have placed a scan of a piece of paper 
that I discovered taped to the floor of the car under the front seat 
carpeting. Does anyone know what it means?
