It say's SEM flexible coating on the can. It can be used on cloth,
carpet, vinal and plastic interior trim as well as the seat belt
webbing.

Which exact product did you use to dye the belt webbing? I am having to
replace the belts in my Gremlin as well - darned if I can figure out 
what the previous owner did to shred them like that. Fortunately, I 
saved a complete set of seat belts from my Pacer project. I measured 
them and they will work but there are a couple of faded areas on the 
cross shoulder sections that need attention. ~Lu~
