True High Efficiency Radiators will help if you have certain cooling problems with your engine. I have had two High Efficiency radiators custom made for cars I own that solved some cooling problems that I had.
First you must know if this is truly a high efficiency cord. The ad does not specify how many tubes, their size or the number of fins per inch.
A cheap 4 core with a low fin count and widely spaced tubes will not cool as well as a well constructed 3 cord with a high fin count.
The radiator I just had made uses slightly smaller tubes 5/16 rather than 1/2 so there are 41 tubes across instead of 30. The fin count is twice the OEM giving this radiator a vast improvement over the orig. cord in my 51 Rambler, a car that has a reputation for running hot since new. (orig radiator has 90 tubes, the new one has 164)
There are many reasons a car may run hot, you have to eliminate them one by one. If indeed the reason is an under capacity in the radiator, make sure that you get your money's worth by finding out exactly the specs of the radiator and making sure that you are getting a higher fin and tube count than the original type.
