[BaadAssGremlins] bumper brackets

i just pulled my bumper and tried to remove the bracket that holds it to the frame, and no luck, i removed the nuts and tried to pull it off and no luck so i grabbed a hammer and got it to move sideways just a hair but i cant get it off, how can i get these off short of cutting it?
