Worst time I remember here in Cleveland was in '83 or '84, I owned my own business then (home improvement) Wind chill was -54 and my customer demanded that I finish working on his house that very day. I worked about 4 hours that day, finished the job (I was outside the entire time, left my truck running in his driveway so I could warm up every 10 minutes or so).
