Lu, Yes, it's factory. During the late 70s, the 'in' look was the Trans Am's 'fire chicken' decal on the hood. AMC went along for the ride and gave the 77 Hornet AMX a similarly styled 'singer' and flames decal, which was reused on the 78 Concord AMX. For 1979/80 Spirit AMXs, the decal was modified to drop the 'stinger' and added the 'AMX' lettering. To my knowledge, these decals were not 'automatically' included when you ordered an 'AMX' package. It was an additional option that could be added when you ordered the AMX pkg too. This is why many AMXs didn't have the decal.
