Terry, the problem is if the bumper is rusted as bad as you describe that is only half the problem. The bumper is only a facia like the plastic modern ones. It bolts to a metal channel that then bolts to the 5 mph rear bumper brackets. Usually the channel is rusted as bad if not worse than the bumper itself. Luckily my orange Hornet's bumper and support are not rusted, just the corner is slightly bent and the chrome is pitted. The 78 Concord replacement for the yellow 74 has no rust just the chrome is pitted. I got the bumper and support for nothing from a friend. I am afraid if I tried to sand blast it I wouldn't have anything left. To make it look a little better I put white reelecting tape on mine all across the bumper. I tried the chrome tape and it really looked cheap. While the white reflective tape leaves a lot to be desired it does cover the rust and the holes. It really shows up when head lights shine on it. If someone hits me in the rear end at night he would have to be blind, drunk or both.
