I'm guessing that's a reference to the 1968 song "The Boxer" by Paul Simon, 
as in Simon and Garfunkel (please don't ask who that is!  :^)

Paul Simon was a boxer ? or better yet, Who is Paul Simon ?

The Secretary of Education in my state was told recently that Florida was 
ranked 48th in educational proficiency. He then asked "Out of how many ?"
