That is the way it's supposed to function, but the vacuum hose is incorrectly hooked up to manifold vacuum when it's supposed to go to ported vacuum. It's also supposed to be hooked through a temp switch on the block below the intake. The Universal EGR can be used (I have a new BW one in my for sale pile as I don't have emission testing to do anymore and HO 4.0L don't have them) Use the mid sized orifice to start and then see if it stumbles. If not, and you have to emission test (your NOx numbers will drop) and it still doesn't quite pass, then go one size bigger orifice.

   Each size bigger drops the NOx produced by the motor, but too much will raise the CO/HC and cause stumbling too. There is usually directions in with the universal EGRs (at least there used to be) telling you what size to start with for the size of motor.

when the vacuum line is connected to egr valve the idle is not steady
surges high low when I pull off the vacuum line idle increases but is
steady smooth. I have spent days looking on the Internet and have called
companies that make the egr valves they all say the same thing there is
no cross reference for my part #3234967 i seen a few people that had the
same questions on different web sights not sure if they had the same
part # as mine but had same problem with their original part # not being
cross reference and not sure what orifice washer to use. mine does not
have a orifice washer it has a bushing that sticks out about a 1/2 in
back. I seen egr valves on ebay similar to mine but they are either not
for my car or the part # does not match. I have applied to join the
eagle nest but am still waiting for approval not sure what is taking so
long. I see that it is a active club but I cannot email anyone in the
