John, after looking at the TSM I don't really have any tips for you. Bendix non-servo brakes of that type were only used in 65-67 cars with factory Bendix four piston disc brakes. Do you have the latch spring in place properly? That's the only thing I see that could cause the self adjuster to not work as you describe.

If you continue having problems the only solution I can see is to replace them with standard servo type Bendix brakes from a drum brake car. The drums are the same, the backing plates are different. You will then likely need a proportioning valve for the rear. You can put the reproduction Javelin type preset valve in or use an adjustable valve.

Having trouble trying to get the auto-adjusters to play nicely; a quick Google suggests I am not alone. I only do about 400-500 miles a year - the garage guy suggested I could weld them in place, but I'd rather try to them working properly.  I have the TSM but it doesn't have any great tips to impart. The basic problem is that the adjusters just stay at the slackest setting and always spring back there.
