The instructions may not be clear. You don't NEED the centering ring 
unless you are using hub centric aftermarket wheels. The stock wheels 
(even mags) are lug centric -- the lug nuts center the wheels.

The centering ring must be on the outside so the wheel will go over the 
ring. Might be a misprint in the instructions, or the rotor and hub are 
two separate pieces. The ring should match the center of the wheel to 
the hub, that's its purpose. If you need it place it where it will work.
