I don't know about the headlight structure difference but I think the fenders are interchangeable as you have described.  BTW I have a right side Spirit fender for sale if anyone needs it.

I could be wrong, but would not fenders off a later Concord or Spirit fit IF one
changed the inner metal where the headlight setup fits?
