If you watch that video from the 33 sec. to the 55 sec. point, and pay careful attention, it appears that the wheels are not turning but rather the car is sliding or being dragged.  I am aware of the visual tricks that the wheel covers can play, ( I actually had one of these cars)  but it still looks llike it's being dragged.
