The studs are for a radio noise suppression choke, NOT a voltage drop resistor. You can run it with a wire connected between the two, you just might get some AM radio noise. I don't think FM would be affected. Some cars ordered without radios had a plain metal bar connecting the two pins. As you found out, they must be connected for the gauges to work. The regulator cuts voltage down to 5V.

I have a 1965 rambler American 330 .On the back of the dash there are studs leading to the voltage regular then to the gauges .If i am right between the 2 studs should be a resistance wire to lower the voltage to the regulator do you know of the voltage drop or the some  thing about the wire its self  the gauges don't work it leave an open between the to studs the gauges do work if you jump the studs the wire its self .your help would be gladly appreciated
