Yes , I always consider it a base model with an upgrade on engine and trans only.
IIRC, the Am radio was definitely a dealer install.

Yet, it did have headrests and the seats all matched.
It could have had a replacement seat at sometime over the years though.
69 got the shoulder belts to, so the headrests may have been an additional safety upgrade or a late build and they needed to use up the headrests!

Rubber floor mat, no carpet was a 220 stripper model.
