You didn't say where the bumper is out two inches.  Is the overall width to wide, or where the bumper supports bolt on?  To say that no two bumpers produced were the same is really lame, as like already mentioned there are some kind of tolerances (within 2 inches) to be kept.  Could someone that has a '68 measure their bumper and send the dimensions in?  Is the angle of the bumper fitting the front of the car?  Good luck, but I would look at the supplier.
