The way I understand it, there are two functions here:  First, the piston
is what does the choke pulloff (qualification) of 3/16" when the motor is
first started cold.  Then the vacuum sucks in the warming air from the 
manifold - that's how the heat gets into the housing to heat up the bimetal
coil.  In tuneup all of that stuff functioned exactly as it should.
