The easiest IMHO opinion for all around workability and picking up the knowledge base to fix everything would be 91-95. Those are the Chrysler OBD I years. For manual trans version shoot for 94-95 as it got an external slave cylinder making that system easier to repair.
 If you don't want an airbag, I believe you need a 94.

Honestly any of the post 91 Jeeps are pretty user friendly. There is some additional Foo-foo on the 96 up with a major redesign of shell and cosmetics in 97. If your tall you will not like the 97 up interior, I'm 6' 2" and with the stick shift leaving no place for my left foot our 97 is kind of suckey. 99 got a new intake, check under th ehood to be sure though!
2000 up got engine block redesign and accesory package changes too. plus coil on plug ignition for one more thing to break and need diagnosed!
  I have heard that of the OBD II versions the 99 is the best as it got the newer intake and still has the distributer, but 

YMMV.
