I'd check the throttle to trans cable to see if it is hung up.
Does that trans also have a vacuum modulater? If so it may have a cracked line.
Last thought is a stuck governer, some can be removed in the car by pulling the tailhousing, not sure if that is the case on those though! If so they are pretty easy to take a part and clean up.
