The torque converter also changed in '88. It was made to allow for the offset of the flexplate. At least one lister found out the hard way that the converter takes out the front pump if you bolt it behind an AW4 flexplate (same offset as the '88 and later FSJs. Starter is the same as a 4.0L one too)

He is probably saying that because the 88 and up 360 had a different flex plate than the previous years.  The flex plate distance from the engine was different so you can not use starters designed for pre 88 360 or other AMC v8 engines or else the starter will not engage properly.  He is probably not understanding the fact that you will be using a different flex plate on this engine than the stock one.  He is looking in a book and the book is telling him the starters are different and it won't work on that year.  You will need to make sure that the flex plate you use is something similar to a lets say 1976 V8 in regards to the offset from the block.  Anything made to work with that Jeep mini starter will not work with the more modern mini starters most of us use on AMC V8s.
 
I have mini starters for the 1966-1987 V8 that can turn over a 15:1 engine in stock if needed.
